Blatter: Penalty shoot-outs are unfair

FIFA president Sepp Blatter has stated that soccer can be a "tragedy" when a match is decided by a penalty shoot-out, goal.com reports. Blatter believes that soccer's true nature is lost when a match is decided by penalties, and hinted that other options will be explored in the future.

"Football can be a tragedy when you go to penalty kicks," Blatter said according to the BBC. "Football should not go to one on one, when it goes to penalty kicks football loses its essence.
